Hry issues order to implement Unlock 4

Haryana Government has today issued orders to implement the guidelines of Unlock-4 issued by the Union Home Ministry. These orders will remain in force till September 30, 2020. However, the State Government's order regarding closure of shops and shopping malls on Monday and Tuesday in the market places of urban areas of Haryana shall be treated as withdrawn with immediate effect. Divulging more information, an official spokesperson said that As per the guidelines for Phased Re-opening (Unlock 4) by Ministry of Home Affairs (MHA), all activities will be permitted outside the Containment Zones, except the schools, colleges, educational and coaching institutions will continue to remain closed for students and regular class activity up to September 30, 2020.
However, online/distance learning shall continue to be permitted and shall be encouraged. States and UTs may permit upto 50 percent of teaching and non-teaching staff to be called to the schools at a time for online coaching/ tele-counselling and related work, in areas outside the Containment Zones only, with effect from September 21, 2020 for which, Standard Operating Procedure (SOP) will be issued by the Ministry of Health and Family Welfare (MOHFW). The spokesman said that students of classes 9 to 12 may be permitted to visit the schools, in areas outside the Containment Zones only, on voluntary basis, for taking guidance from their teachers. This will be subject to consent of their parents/ guardians and will be permitted with effect from September 21, 2020 for which, SOP will be issued by MOHFW. He said that skill or Entrepreneurship training will be permitted in National Skill Training Institutes, Industrial Training Institutes (ITIS), Short term training centres registered with National Skill Development Corporation or State Skill Development Missions or other Ministries of Government of India or State Governments. He said that National Institute for Entrepreneurship and Small Business Development (NIESBUD), Indian Institute of Entrepreneurship (IIE) and their training providers will also be permitted. These will be permitted with effect from September 21, 2020 for which, SOP will be issued.
