DW BUREAU / PATIALA The General Category Welfare Federation has urged Punjab Chief Minister Capt Amarinder Singh not to implement the 85th Amendment in the state without verifying the inadequacy of the representation in that class in the public appointment. Jaswant Singh Dhaliwal, State President of the General Category Welfare Federation, has written to the Chief Minister that the Supreme Court has laid down the conditions while implementing the 85th amendment which should be followed in true spirit. As per the Supreme Court order, the persons in the creamy layer are not eligible for the out-of-turn promotion. He said that the benefits of reservation should not be extended to the rich and super-rich and instead, this benefit should go to poor deserving people only. Shyam Lal Sharma, Patron of the Federation, said that there is a great resentment among the general category employees all over Punjab against government thinking to implement the 85th Amendment in the state. V K Gupta, Spokesperson, said that the 85th amendment cannot be implemented in Punjab as the percentage of SC/ST employees exceeds their share quota limit as per data collected by the Punjab government. The percentage of SCs against total filled posts in group A is 21.09 percent in group B it is 23.15 percent, 25.99 percent in group C and 51.84 percent in group D. Even in total filled in promotion quota group A has 22.34% group B has 19.99 percent against reservation of 14 percent. In Punjab the number of posts for reserved category SC/ST employees is already filled up as their share quota and in some departments there the number is more than the share quota. The Federation cautions the Punjab government not to take hasty decisions which have very long implications and cannot be reversed, he added. (editor@dailyworld.in)
